Dr. Timothy R. Huerta is currently an Assistant Professor in Health Organization Management (HOM) in the Rawls College of Business at Texas Tech University and the Director of the Center for Healthcare Innovation, Education and Research (CHIER). TTU provides the opportunity to work hand-in-hand with two health systems centered in Lubbock. University Medical Center and Covenant Health Systems are two major hospitals – one public and one private – providing care for a geographic catchment area the size of France and serving over 1,000,000 residents living across West Texas and Eastern New Mexico. The healthcare systems based in Lubbock are home to the largest healthcare service delivery complex between Dallas and the West Coast. Given its geography, the health systems based in Lubbock serve a varied population with significant health risks.
Dr. Huerta has also been the permanent Director of the Center for Healthcare Innovation, Education and Research (CHIER) since June 2009 – one of only two research centers linking the main academic campus with the Texas Tech University Health Sciences Center. In this role, Dr. Huerta is currently working directly with Covenant Health System on both its Electronic Health Record (EHR) implementation and its quality improvement program. This collaboration enables him to work with healthcare organizations in addressing the “value proposition” – the development of outcome measures that link quality of care with organizational efficiency. Through CHIER, he has created relationships with institutional partners to move research to practice and to engage in effective knowledge translation with the goal of moving the region towards greater efficiency and, by extension, increased value for every healthcare dollar spent.
In addition, Dr. Huerta is a Research Scientist for the Child and Family Research Institute in Vancouver, BC, Canada.
Dr. Huerta draws on a diverse literature to conduct his research in four particular areas:
• Research on Academic Research (RoAR) – A joint project with the University of British Columbia
• US Hospital Productivity Research using Frontier Measures & Bayesian Belief Networks
• Inter-organizational Social Network Studies
• Pediatric Asthma
Prior to his current appointments, Dr. Huerta served an appointment with the Provincial Health Services Authority in the newly formulated Health Services Delivery Research Program, to study the role of knowledge and inter-organizational networks within the member agencies in PHSA.
Previously, he also served as a member of the faculty at the University of Southern California, lecturing to undergraduate, Masters, and Doctoral students in quantitative methods. Recognized as one of the top 10 lecturers while at USC, his teaching emphasized a hands-on approach to using statistics to answer real world questions. He has lectured for courses in public administration, political science, organizational theory and behavior, and public management.
Dr. Huerta is a member of the National Association of Parliamentarians (NAP), the Academy of Management (AOM), the Association of University Programs in Health Administration (AUPHA), the American College of Healthcare Executives (ACHE), the American Society for Quality (ASQ), and an associate member of the Ontario Tobacco Research Unit (OTRU). He is a lifetime member of the California State University Alumni Association.
